Project Implementation Framework

The Japan International Cooperation Agency (JICA), an independent governmental agency that coordinates official development assistance (ODA) for the government of Japan, funds activities implemented under the project.

Ho Chi Minh City University of Technology (HCMUT), a member university of the Vietnam National University network and a leading education institution in the field of engineering and technology, is the project’s counterpart organization or direct recipient of the ODA. The following entities of the university are involved in the project: Academic Faculties, Rector Board, External Relations Office, Research & Development Project Management Office, Postgraduate Study Office and Office of Academic Affairs. Representatives from these offices form the Project Management Unit (PMU).

Kumamoto University, a national university located in Kumamoto, Japan, is the contractor or consulting agency of the project. The group consisting of experts from Kumamoto University and private consultancy firms as well as Vietnamese local staff is called JICA Team. JICA Team runs JICA Project Office, which is located on the campus of HCMUT. The task of JICA Team is to support HCMUT in implementing the project.

The project’s target provinces are as follows: Tien Giang, An Giang, Dong Nai, Binh Duong and Lam Dong. These provinces are located in the southern part of Vietnam. The project aims to establish a strong linkage between these provinces or “communities” and HCMUT. Private industries interested in new and existing technologies are also encouraged to actively participate in the project implementation. Furthermore, higher education institutions in the target provinces and beyond are expected to take a part in the project.
